Inver Hills enforces a policy and offers programs and services to prevent the use of illicit drugs and the abuse of alcohol by its students and employees, according to the Drug-Free Schools and Communities Act Amendments of 1989 (Public Law 101-226) and Minnesota Statutes: 152 Prohibited Drugs, 340A Liquor Act and 624.701 Liquors in Certain Buildings or Grounds.

No student or employee shall come to campus while under the influence of alcohol or a controlled substance except as prescribed by a physician. Students who are convicted of a criminal drug statute violation while on campus or involved in related activities are subject to denial of governmental financial assistance, grants, and loans as well as disciplinary action under the IHCC Code of Conduct.

Smoking is prohibited in all college facilities and on all college grounds with the following exception:

  • Private Vehicles and designated parking lots.

The use of smokeless tobacco is prohibited in all college facilities.

It is expected that students and college personnel will respect the rights of others in complying with and enforcing this policy.

Sexual Violence Prevention

Sexual violence on campuses has received significant national attention recently. As we welcome students to Inver Hills this Spring semester, we want to inform students of the college’s commitment to provide a sexual violence free campus.

What is Sexual Violence?

Sexual Violence includes a continuum of conduct that includes sexual assault, and non-forcible sex acts, as well as aiding acts of sexual violence.

What is Sexual Assault?

Sexual assault as “an actual, attempted or threatened sexual act with another person without that person’s consent. Sexual Assault includes but is not limited to:

  1. Involvement without consent in any sexual act in which there is force, expressed or implied, or use of duress or deception upon the victim. Forced sexual intercourse is also included in this definition, as are the acts commonly referred to as “date rape” or “acquaintance rape.” This definition also includes the coercing, forcing, or attempting to coerce or force sexual intercourse or a sexual act on another.
  2. Involvement in any sexual act when the victim is unable to give consent.
  3. Intentional and unwelcome touching, coercing, forcing or attempting to coerce or force another to touch a person’s intimate parts (defined as primary genital area, groin, inner thigh buttocks, or breast.)
  4. Offensive sexual behavior that is directed at another such as indecent exposure or voyeurism.”

Sexual assault is often a criminal act that can be prosecuted under Minnesota law, as well as form the basis for discipline under Minnesota State Colleges and Universities student conduct codes and employee disciplinary standards.

What are Non-Forcible Sex Acts?

Non-forcible acts include unlawful sexual acts where consent is not relevant, such as sexual contact with an individual under the statutory age of consent, as defined by Minnesota law, or between persons who are related to each other within degrees wherein marriage is prohibited by law.

To Whom and When Does Inver Hills’ and the Minnesota State Colleges and Universities’ Sexual Violence Policy Apply?

This policy applies to:

  1. The conduct of all Inver Hills students and employees when they are on college property or participating in any Inver Hills course or sponsored activity.
  2. The conduct of individuals who are not Inver Hills students or employees who come on college sites.
  3. The off-campus conduct of students and employees if it results in a hostile educational or work environment for Inver Hills students or employees.

What if I Experience a Sexual Assault?


  1. Go to a safe place.

  1. Do not bathe, douche, use the toilet, or change clothing. Timely and prompt reporting of a sexual assault within 72 hours is critical in preserving evidence important in proving a criminal case against the assailant.
  2. Seek medical attention immediately regardless of whether you report the matter to the police. Local hospitals include:

5.  You may file a police report with the appropriate law enforcement agency. For on campus incidents contact the Inver Grove Heights Police Department at 911, or the non-emergency dispatch number at (651) 322-2323. Contact the Inver Hills Public Safety Office at (651) 450-3711 or Public Safety Director Tom McCluney at (651) 450-3528 if you would like assistance filing a police report.

6.  Contact any of the following for support, assistance and referral:

7.  You may request that the college make arrangements to reduce contact between you and the alleged assailant, such as attempt to provide a change in classes and/or academic schedules, working arrangements, or other appropriate remedial measures. These options are available regardless of whether the victim chooses to report the crime to law enforcement or campus authorities.

8.  You have the right to petition for an Order for Protection (OFP) or a Harassment Restraining Order (HRO). Inver Hills’ Public Safety Department has information available on how to file for and request an OFP or HRO.

9.  You may contact the Minnesota Crime Victims Reparations Board at (651) 201-7300 which provides financial help to victims and their families for losses incurred as a result of a violent crime. You may also visit https://dps.mn.gov for additional information.

TuitionMatch-MN Information Session

Did you know that you may be eligible to receive money to help you pay for your tuition at Inver Hills Community College? We have a program called TuitionMatch-MN that will match your savings 3:1. The program will give you $3 for every $1 you save towards tuition. Please see the eligibility requirements below.

We will be holding two open house information sessions next week to help students learn more about TuitionMatch-MN and answer any questions you may have. Please come in anytime between the hours listed to get more information about the program and to see if you qualify:

Wednesday, December 10th at 4:00 pm – 6:30 pm in CC117.

Thursday, December 11th at 10:30 am – 1:00pm in CC117.

The eligibility requirements include:

  • 18 years of age or older
  • Currently enrolled at Inver Hills Community College & have at least 3 semester left at IHCC (i.e. must be planning on still attending IHCC in Fall 2015)
  • Currently working (if you are not working and are interested in work, we may be able to help-See Kim for more information)
  • Resident of MN
